Elmer "Dump" Fifer, age 65 of Briceville, passed away Sunday, February 27, 2011 at the Methodist Medical Center of Oak Ridge. He was born on October 9, 1945 in Harlan Kentucky to the late Leonard and Winnie Gray Fifer. Elmer loved gardening, walking in the mountains, and spending time with friends. In addition to his parents, Elmer is preceded in death by his sister Annie Smith.
